This morning time , House Democrats , led by Rep. John Lewis ( D - GA),staged a model - into strength a vote on shooter control . Almost directly after , the cameras and microphones of C - SPAN — which typically broadcasts the action pass on the Senate and House floors — went off . But the connection found a workaround : Periscope .
After watcher noticed that C - SPAN ’s television camera went off , the meshing was straightaway to deflect incrimination :
C - SPAN has no control over the U.S. House telly camera .

As it turn out , the connection does n’t control what its camera and microphones do — that ’s the line of the House . AsUSA Todayexplains , the policy is such that the broadcast only runs while the House is in session . When Democrats refused to stop their dissent , Rep. Ted Poe , ( R - TX ) , who was preside over the chamber , declared the House in recess — hence the tv camera shutdown .
Not to be dissuade , however , C - SPANbegan usingwhat is likely the Periscope feed of Rep. Scott Peters ( D - CA ) , who had been broadcasting the sit - in from his own invoice .

Update 3:25 p.m. : Howard Mortman , C - SPAN ’s director of communication , confirmed that this was the meshwork ’s first drawn-out Periscope broadcast .
“ We ’ve contain Periscope before as needed , for case coverage , to add colour , ” he told Gizmodo , but this was the “ first uninterrupted use of Periscope . ” As for the tv camera shutdown , Mortman said that the meshing had ask for independent control before , but had been deny .
“ We ’ve had this request pending for a farseeing time . Both parties , both chamber have say no to it over the years , ” he added .
Update 3:50 p.m. : Unfortunately for Periscope , C - SPAN now looks to be using Facebook Live to distribute the posture - in .
